Officer Responsibilities

President
The president is the key leader of the chapter. He/she makes sure that the board and committees are functioning properly, delegates as much authority to the officers, directors, and committee chairmen as possible to avoid being burdened with details. He/ she presides over the executive committee, board, and chapter meetings in accordance with established parliamentary procedures. He/she appoints chairmen of standing and special committees. If the committee selects committee members, they should be approved by the president, maintains close liaisons with Institute directors. keeps the members informed – may write a “President’s Column” in the chapter newsletter to discuss policy changes, new programs and other important issues. He /she acts as spokesperson for the chapter; speaking before construction industry groups to enhance the image of CSI. He/she is thoroughly conversant with the Rules of the Board of the Institute and the Regulations for Annual Meetings of the Institute.

Vice President (may be more than one if you choose)
The vice president directs and coordinates the activities of chapter committees, attends meetings of the committees assigned to report to the vice president, and is an ex-officio member and keeps the President and Board aware of committee activities and concerns.

Secretary
The secretary’s minutes are the chapter’s history. As the only written record of chapter activities, the minutes are accepted as legal evidence of resolutions and actions taken, records and prepares the minutes of executive committee, board, chapter, and other meetings where applicable, receives, distributes and promptly answers all chapter correspondence, maintains a permanent chapter file of correspondence, membership records, minutes of meetings, rosters, chapter newsletters, and other non-technical chapter publications.

Treasurer
Keeps accurate financial records and prepares the chapter budget, so knowledge of bookkeeping is important, serves as chairman of the finance committee, prepares the annual budget in detail, and presents to the chapter board for approval, maintains accurate bookkeeping of all checks, deposits, and dues reimbursements from the Institute, submits a financial report at the annual business meeting.  The Auditor’s Report is due at the first board meeting after the start of the fiscal year and prepares a schedule of fixed annual payments for tax reporting forms and post office mailing permits.

Immediate Past President
Serves as advisor to the board: the experience as president of the chapter enables the past president to give the chapter board counsel consistent with the objectives of the Institute, serves as liaison with local professional and trade associations (AIA, ACEC, AGC, and others).

Chapter Directors
Chapter directors are normally the potential officers of the chapter. As members of the chapter board, they are part of the governing body of the chapter. It is recommended that ad hoc and special committees be chaired by a director.

COMMITTEE CHAIRS
-Recruit members to serve on their committees
-Create and implement plans for yearly activities
- Maintain complete files on all committee activities and prepare a final report to a designated chapter board member submitted to the June chapter board meeting.

Academic Affairs Chair (AKA Academic Liaison)
Encourages university and technical institute administrators to offer courses in construction documentation as part of their curriculum, makes and maintains contacts at local academic institutions who have engineering, architectural, or other construction related programs and is responsible for developing student membership, and student affiliates at local schools

Awards Committee Chair
Must be familiar with all of the possible Honors and Awards categories of the Institute and with their committee, and actively seeks out worthy candidates for awards and assures that awards applications are completed properly and submitted by or before the deadline date

Certification Chair
Coordinates educational programs for certification study and exam preparation and is responsible for finding a proctor, assistant proctor, and exam sites, and all exam arrangements. They verify that study course participants are registered properly for exams and maintain chapter records on current and lapsed certificates and their renewals

Electronic Communications Chairman
Is responsible for forwarding information to other officers and chairmen as necessary,  they may also be responsible for maintaining a Web site that the public and members can access. This person receives a monthly update from the Institute with the current information on programs, products and services to refresh the chapter website.

Finance Committee Chair
reports directly to the Treasurer. He/she analyzes the chapter monthly financial statements and continuously reviews the current financial operations in relation to the budget. He/she recommends budget adjustments when required and prepares a proposed budget for the next fiscal year prior to the April chapter board meeting.

House Committee Chairman (AKA Hospitality)
Makes all arrangements for membership meetings, board and executive committee meetings, and special events, if the chapter maintains an office, management of the office is the responsibility of the house committee

Membership Committee Chairman
Responsible for all membership recruitment, retention and renewal programs, develops programs to welcome and engage new members, develops and implements a chapter membership recruitment plan, seeks to involve as many members as possible in chapter activities and identifies and encourages future leadership

Professional Development Committee Chair (AKA Education)
Develops, implements, and administers the chapter education programs, is responsible for reviewing applications for the format and content of proposed programs, communicates with the Institute about the programs being offered and CEU and LU status

Program Committee Chairman
Is responsible for producing interesting as well as entertaining meetings throughout the chapter year, coordinates with Electronic Communication Chair and Publicity Committee to get the word out about upcoming programs. Copies of outstanding talks should be forwarded to The Construction Specifier for possible publication and submits a report summarizing the programs and making recommendations for future programs to the June board meeting.

Publications Committee Chairman (AKA Newsletter)
Prepares, produces and distributes all chapter publications. Chapter publications generally consist of the monthly newsletter, chapter rosters, the Web site and special publications (technical papers, membership promotional literature, and rosters or Yearbooks) that expand beyond that of names and addresses

Publicity Committee Chairman (CVCSI Does Not Have One)
Furnishes information about the chapter to the news media. Information that would interest the general public should go to newspapers, radio stations, and television stations. Information of interest to those in the construction industry should be sent to professional and trade journals. Publicizes all chapter programs and events internally to members and prospective members.

Student Affiliate Faculty Advisor (CVCSI does not have a student affiliate)
 Acts as liaison between student affiliate groups and institutions of higher learning, and coordinates activities with the chapter. This position does not require membership in CSI. However it is encouraged that if they are not, the chapter sponsor membership so that the advisor is fully informed of CSI’s programs, products and services.

Technical Committee Chairman
Develops, implements and administers the chapter technical program, develops, publishes, and maintains the chapter’s technical guide and helps to publicize the chapter’s technical programs through the local area.

Tellers Committee Chairman
The chairman of the tellers committee is responsible for the official ballot count on matters referred to the chapter membership for vote. The chairman reports results to the chapter secretary.
